The Joe Vulgamore Discovery Flight Program
Honoring a Life of Flight. Inspiring the Next Generation.
Joe Vulgamore discovered the wonder of aviation at just 12 years old, taking his first flight in a Piper Cub. That spark ignited a lifelong journey. He learned to fly from his P-51 pilot father, flew F-14s off aircraft carriers in the U.S. Navy and became a FAA Certified airplane mechanic, restoring antique aircraft. Joe’s passion for flight was matched only by his desire to share that joy with young people who might not otherwise have access to aviation.
In his memory, and to continue his desire to tempt others into becoming pilots, the Joe Vulgamore Discovery Flight Program provides a unique opportunity for youth to experience the thrill of flight— for the very first time.
Program Overview
Qualified applicants will take part in a free Discovery Flight, guided by a certified flight instructor from St. Pete Air at Albert Whitted Airport. Participants will:
- Learn the basic principles of flight
- Experience hands-on control of the aircraft during flight (under instructor supervision)
- Enjoy a 30–60 minute flight around the Tampa Bay area
- Be accompanied by one parent or guardian at no cost
Eligibility Criteria To be considered, applicants must:
- Be 14 years of age or older
- Reside in Pinellas County, with preference for St. Petersburg residents
- Have no prior flight experience
- Obtain parental/guardian consent if under 18
How to Apply: Applications will be accepted through the form below!
- Fill in the application to put your name on the list. Once per month several names will be drawn from the list.
- You only need to enter once, then keep an eye on your email for notification.
The Friends of Albert Whitted Airport (FOAWA) and St Pete Air will coordinate all Discovery Flights, maintain records of participants, and provide monthly reports to the Vulgamore Estate. Each participant will be limited to one Discovery Flight.
Beyond the Flight
Every student who flies will also receive information about the FOAWA Annual Flight Scholarship Program and the EAA Young Eagles Program – a pathway to further training for those inspired to continue their aviation journey.

This program is more than a flight—it’s a tribute to a man who believed the sky should be open to everyone. Thanks to the generosity of the Vulgamore family, a new generation will get their first taste of flight, and maybe, like Joe, never come back down.
